For this meeting, St. Paul took some inspiration from Christopher Nolan's blockbuster hit Inception and nested a PnZ meeting within a council meeting. Here are members on the panel from left to right:

4:23: Discussion with code enforcement officer Travis Caperton
This is a good overview of code enforcement. Travis mentioned that in order to enforce ordinances we would need to have some access to a court. This could be a court from another municipality where we have forged an agreement or the creation of our own court. Travis was not aware of any municipality that had an agreement with a county court to enforce ordinances. In any case, it seems that there are options to enforce ordinances in a reasonable timeframe.
After this, the Mayor adjourned the Council meeting (AKA the “kick” in Inception terms) and then the chair adjourned his meeting. However, I think the adjournment happened in the wrong order, so does that mean the meeting really ever adjourned? Are we stuck in an ordinance limbo state forever?
